Science Europe Response to the European Commission Consultation on the Evaluation of the Dual-Use Regulation
Science Europe has responded to the European Commission’s consultation on the evaluation of the EU Dual-Use Regulation, highlighting the need for a proportionate approach that addresses research security risks while safeguarding responsible international research collaboration.
The response emphasises the importance of clear EU-level guidance tailored to research funding and performing organisations, including on due diligence, risk assessment, and the respective roles and responsibilities of different stakeholders. It also calls for greater support for awareness-raising, training, and capacity-building to help research organisations identify and manage potential risks without creating unnecessary administrative burdens.
Building on its previous work on research security, Science Europe underlines the need for coherence between export control legislation and the broader European research security framework. Effective regulation should enable responsible international co-operation, rather than unnecessarily restrict research collaboration.
The response also highlights the importance of continued dialogue between policy makers, research organisations, and researchers to develop practical and proportionate approaches to dual-use research.
