Preserving Key Values of European Partnerships in FP10

As discussions on the next EU Framework Programme (2028-2034) progress, Science Europe is following the emerging ideas on the future setup of European Partnerships closely. While recognising the need for a coherent and strategic approach, we stress that certain policy directions currently under consideration could significantly reduce the ability of national research funding and performing organisations to participate in Partnerships and, consequently, diminish their European added value.

In particular, the statement highlights concerns related to:

  • the centralisation and standardisation of financial management and governance arrangements;
  • the potential overt reduction of the number of Partnerships and the creation of larger, more complex consortia;
  • the risk of weakening the connection between Partnerships, national research systems, and research communities.

Science Europe encourages policymakers to ensure that research funding and performing organisations remain fully involved in the development, governance, and implementation of European Partnerships under FP10.
