Science Europe's initial response to the European Commission's proposals for the next EU budget and new Horizon Europe, including a set of recommendations. While the proposals provide a significant budget increase and the Framework Programme remains self-standing, further clarification on its relation to the Competitiveness Fund is needed.
Trust in science is crucial for the development of evidence-based policies and informed, democratic decision making. Science Europe and ANR are co-organising a conference to discuss how research organisations can respond to growing concerns and reinforce confidence in the research process and its outcomes.
The 2025 High Level Workshop is co-organised with UKRI and RCN. Topic for discussion will be 'Collaboration, competition and protection in an ERA of uncertainty: the role of research security'.
The European Regional Meeting of the Global Research Council serves to collect European input to the discussion topics for the 2026 GRC Annual Meeting: Open Science and Sustainable Research. The 2025 European Regional Meeting is co-hosted with HUN-REN and SFRS.
As part of its efforts to support the Ukrainian research ecosystem during the ongoing war, Science Europe and NRFU are jointly organising three online workshops between September 2025 and February 2026 to address the current priority areas for Ukrainian research.
The first proposal for the 2028–2034 EU Budget and Framework Programme for R&I are out. This summer edition of the newsletter provides the relevant info about them. It also covers the release of our 2024 Annual Report and the opening of registrations to several events in the second half of the year. The new Working Group on AI has officially kicked off and it reports on meetings such as the Vice-Chancellors’ Forum of Universities in the Islamic World, the UN Financing for Development Conference, Metascience 2025, and the launch of new Principles for Open Science Monitoring.
Science Europe made excellent progress on its research policy priorities in 2024, delivering key outputs in various areas, including science communication, research assessment, open science, the sustainability of research, international collaboration, and equality, diversity, and inclusion.

It highlights possible avenues for research funding and research performing organisations to improve working environments by addressing equality, diversity, and inclusion.
In May, Science Europe responded to a Call for Evidence by the European Commission on a European Strategy on Research and Technology Infrastructures. The response outlines a number of considerations to be taken towards these infrastructures, which are of fundamental and strategic importance to the ERA.
